How do I appy / certify as women/minority owned business in California?

How is it that I certifiy as a women and minority owned business in California. Also, if you know… How do I certify as a small disadvantaged business. Also… does anyone know the benefits to these things? Thanks!
The fact is, the government will set aside projects SPECIFICALLY for your category which dramatically cuts out a large portion of the competition. There is lot’s of paper work, time and effort, but worth it. I’m in the middle of it right now in PA. The 2 links below might be a good place to start. as well as your closest SBA in CA. http://www.sba.gov/localresources/district/ca/ http://www.scmbdc.org/programs_services/certification.asp They will have all of the forms and guidance which you will need. Submission of the forms will ask for 2 years of federal and state tax forms, proof of citizenship, business plans, resumes, contracts in the past, financial obligations, company structure and proof of everything, narrative on why you’re disadvantaged, even if you are….and that’s just for starters. Then there are various other status and registrations that you should get in order to obtain federal and state contracts. The site below might be a good place to start. You might also want to get a DUNNS number at http://www.dnb.com/us/ You can get one free, but it will take 30 days, so start that process now. This is only if you want business from the government which is the REAL benefit of certifying as a women and minority owned business. Then register with the state: http://www.pd.dgs.ca.gov/smbus/default.htm Some certifications require a time period to be in business such as 8(a), but ownership must be in one of the disadvantage categories (at least 51%). Are most discrimination laws in the US no longer necessary?

The particular laws I am referring to are laws that require private individuals to hire or rent housing without discrimination. It doesn’t include publicly held corporations.

Many of the discrimination laws were created at a time when minorities did not have the means or ability to own property and businesses. Today there are many minority owned businesses and property owners.

Should private business or property owners be exempt from discrimination laws? Isn’t it a violation of the owners rights to conduct business? Isn’t there something fundamentally wrong with laws that tell people what to do with their own property? Why do some people’s rights mean more than the rights of others? Why is some discrimination allowed while other discrimination is not (senior citizen communities with minimum age limits)?

This is a hypothetical question so there isn’t any need to start with racist comments.

I think that a case can be made that discrimination laws should still be around.

The thing is, if a company does not wish to hire someone or rent out an apartment or home, they should make their decisions based on legitimate reasons. So, go ahead and check a person’s criminal history or credit report. If something shows-up, then that should be enough reason to refuse to hire or rent.

Believe it or not, I have been the victim of some mild discrimination in my past. My first name is Nick and I have had people think that I was Italian. And yes, there are folks out there that have their own bigoted ideas of what Italian men are like. (And no, I am not Italian.) But, I’ve been down that road. I also once had a man call me a "Jew" in a rather unpleasant way. (And no, I am not Jewish.) But, there are plenty of bigots in the world that would just love to make life harder yet for people they don’t like.

I’m Black and not at all racist. I’m looking for information on Black owned bakeries because they may know of experiences and difficulties of having a minority owned business. I also welcome anyone who has any information on starting a bakery. My intention was not to sound exclusive. Thanks.

Mel Hawkins, President, Apex Electric – an minority-owned business enterprise or mbe subcontractor, discusses how MGM CityCenter was delivered on time by Perini Building Company and its subcontractors, and has been open for four months and that MGM has paid only $5.79 billion of it’s $6.29 billion contract. The balance due is $500 million of which $400 million is due to the subcontractors and $40 million to minority and women-owned business and $100 million to Perini themselves.

I need info regarding Minority Woman Owned Business….?

…Where can I find information on it’s definition and requirements?
I’m looking for any information that defines Minority Woman Owned Business and how do you qualify. We are 5 partners and someone at SBA asked had we looked into MWOB.

As a former DCAA auditor and a Practicing CPA with a MBA in federal contract Mgt have had some "small" amount of experince in these matters. The Small Bussiness Administration is the place to go. They are the ones who certifiy you firm. It is lengthy and drawn out process. Make sure you get yourself a rock solid legal firm to represent you that has lots of experience in the cerification process.

Generally there are several "hoops" you have to go through. 1) the business has to have be have at least two years worth operations under its belt. 2) One partner will be certified and must own 51% and be paid the MOST salary of any executive 3) you must have a 5 year business plan that focuses on specific SIC you wish to be certified in and wish to compete with OTHER MWOB for Federal set aside contracts 4) your accounting system MUST be able to track direct and indirect costs and "pool" the indirect costs to calculate indirect rates for forward billing rate purposes on T&M and cost contracts. 5) if you bid strategy is to bid SIC codes where the set asides have virtually no competiton, your accounting system really really must be pristine as without competion your rates both direct and indirect will be subject to very close pre-award audit examination by DCAA.

DCAA does NOT work like the IRS. They serve the Contracting Officer NOT the contractor. They function to take money AWAY from the contractor.

Let the legal firm you hire determine whether or not you fit the defintion of "Minority Woman Owned", I have personally seen some interesting wide ranging defininitions of Minority and ownership that the legal folks have been able to get certified.
